The Polish Red Cross has joined the International Resilience Leaders Forum (IRLF), organised by the International Centre for Civil and Societal Security (ICCSS) in cooperation with Targi Kielce. The Polish Red Cross will take part in the Forum on 10 September 2026 in Kielce and in the process leading to KIELCE IFRE-EXPO 2027.

This is a natural partnership. The Polish Act on Civil Protection and Civil Defence defines civil defence by direct reference to Article 61(a) of Additional Protocol I to the Geneva Conventions (Article 2(2)), and from the moment martial law is declared, civil protection becomes civil defence (Article 2(3)). The Polish legislator reached directly for international humanitarian law — and no other organisation in Poland carries the same authority in this field as the Polish Red Cross.

The Polish Red Cross voice at the Forum

Representatives of the Polish Red Cross will speak in the societal panel “Whole-of-society engagement in building societal resilience” — 10 September, 16:40–17:10, DELTA Hall.

What the Polish Red Cross brings to the process

  • Universal Civil Protection Workshops — free training across the country: preparedness, response, first aid.
  • A network of 16 regional branches and volunteers.
  • Humanitarian practice — the Humanitarian Aid System, blood donation, work with vulnerable communities.
  • Expertise in international humanitarian law.

The road to KIELCE IFRE-EXPO 2027

The cooperation covers four levels: participation in the Forum on 10 September 2026; co-hosting selected webinars of the series “Building Societal Resilience Together”; substantive partnership in the 2026–2027 process; and the role of co-host of the humanitarian block of the 1st International Forum on Societal Resilience, Civil Protection and Civil Defence during KIELCE IFRE-EXPO (10–12 June 2027).
